I don't think couples should be banned from adopting a child from overseas. I know that China is a popular country for a couple to adopt a little girl from. The Chinese people have the one child policy so I think many of the girls would stay in the orphanages rather than be adopted in their own country. Imagine a couple from San Francisco adopt a little girl in China. Then they will be able to take her to China Town in their own home country. It would be possible for her to have a loving home and the lady might have tried to have a baby for ten years without any luck. The little girl could grow up with an understanding of the USA and China.
Some little boys and girls live in orphanages in other countries like Romania, Russia and Kenya. It is excellent if a couple adopt the child that are the same nationality but if not international adoption should take place. It is wonderful when every child lives in a loving home with kind parents. Imagine that a little boy from Vietnam is adopted by an Australian couple he might become wealthy and be able to tour around Vietnam when he is grown up. If he stayed in the orphanage in Vietnam for all his childhood he might wonder why nobody wanted to adopt him.

No, I don't think so. Adoption has no race restriction so couples can freely adopt a child with different race. I heard a very inspiring article from Reader's digest years ago about adoption for different races. An American couple decided to adopt a handicapped male child from a Russian orphanage, they heard it from a News anchor from a radio station in the U.S that a boy from an orphanage is seeking for adoptive parents. So the American couple went to Russia, according to their testimony, the process is very difficult and tiring but they get through with it and bring the boy to America.
This kind of process and set-up is super difficult because of the language barriers and culture differences, but just like the story of that American people, every risk is worthy,when you are willing to embrace one human being into your house.

..hi.. I don't think this should be done.. why would we stop those people who are doing this or who wants to do this if they have a very good intention of helping.. many children in the different parts of the world are looking for attention and love of parents but they were deprived of this because of the irresponsibility of their biological parents.. they deserve to be happy also.. and couples who intend to adopt because they can't bear their own child will be happy too..
