Is whistling a proper way to call somebody's attention?

I don't know why but I always hit the ceiling every time somebody whistles at me to call my attention instead of calling my name or calling me "Miss" I find it deeply offending.

I do not see whistling as a proper way to call somebody's attention. Even if it is not meant for me I still dislike hearing it being used on other people. I think whistling is more proper for xertain animals. Human beings need to be treated with courtesy whoever they may be. Maybe the people who whistle to call for attention were not taught proper manners, or do not see the reason for doing so.
