Linking to other websites...help?

I heard from another website you can increase your google page rank if you link to other websites,
But the thing is, is that i don't know how to start linking, and who's and how many websites I should link too...
I've already created a blogroll on my website (www.sarawillhelp.blogspot.com) that has links to other websites, but I'm sure that's not enough, and I'm not really benefiting from it.

More importantly are the sites that are linking into you. The fact that you link out does not benefit you via PR. So the above statement is true that if you have people linking with you, it bumps up PR... but these sites should have some PR of their own to share with you.
There are easier ways to increase your PR. Look into SEO and using articles to drive traffic and organic traffic to your site... which will in turn increase your PR.
