i thought winnie is a he not a she? 
if winnie is a she, then she would have wore her skirts!

so u mean because winnie the pooh has a big stomach while donald duck has a big butts, that's why there is no sizes for their pants? lol...

Bears don't normally wear shirts as it is so I don't think that there is any real reason why he does wear one. Maybe the creators of the cartoon tried him without a shirt and thought he just didn't look right, and to add more color to him they decided to give him a shirt.
