what's the best thing to do instead of 2 months visa extension

Hello my fellow mylotters, I think some of the people here or women are married to a foreigner and your husband is staying with you. I am from the Philippines and my husband is an american citizen from the california.I just need help about the immigration laws and the best thing to do instead of going to the immigration office every 2 months to extend the visa. My husband started to come here in the Philippines last yr but he only stayed for 3 weeks or 21 days because that time he was working in the other country so we didnt extend his visa. But starting May last year we extended his visa so he can stay more than 21 days. And then when he comes back in July we decided that he wont be leaving anymore and instead he will just stay here. So starting that month of July, we extended for the first month , then we went back to for another 2 months extension and so on...and until now .So we are thinking that maybe there must be some other way that he can live permanently here and get a job without us going to the immigration every 2 months and pay the fee which is higher already. If you have any idea pls share it with us because me and my husband are confused because we talked already to some officers in the immigration but they have different answers though.So it's really confusing. If you you can tell me pls give me an idea how much we are going to pay. Thanks a lot ....
