I think for watching purpose, it is legal because it is readily accessible from the internet. The ilegal thing is to distribute the copyrighted movie to the net without obtaining prior permission. But I guess there are many TV shows that are free and accessbile from various video's providers.

Sure it is legal. The whole purpose of uploading them online is for all to watch. If you want to make the download illegal, then keep the movie in your p/c or in your secure server only. It is illegal only on that person upload his movie does not have the right to do so, and he is responsible for it but not other people. So the up loader is violating the law, but not the down loader.

TV stations will typically upload episodes to the net available for streaming (not downloading). Many of the major stations host the bigger series like comedy central does for Daily Show and Colbert Report (though they have their own sites anyway).

Well, you can watch tv shows and movies online for free but in most places it is illegal however on the sites where it is actually legal to watch them they usually charge for this service so technically the answer to your question is no. But if you decide to watch the illegal ones online for free it is unlikely there are any consequences since so many people do it today.
