Cut in line

Some people cut in line when you are buying something. Do you let them if they have just one item and you have your cart full? If you do, how many people with just one item would you let pass you?
Example:
You are in line with 50 item to buy, and the are 20 people behind you with just one item, would you let anyone pass you?

I would let people pass, as long as they had no more then 5 items, and I wouldn't let anymore then 3 pass. I think it's fair.
