Good Data Modelling Tool

I have been asked to generate a data model and data dictionary for our already existing J2EE Web Application and Database.
And also to find out which data modelling tool is good and cheap and caters the following so we can use that going forward:
1) Generate a good data model diagram from the already existing DB schema tables (like a ER diagram)
2) Able to add/modify new entities in the diagram and generate DDL scripts automatically (without manually creating scripts).
3) Easy to maintain and easy to understand for other teams.
4) Any provision for generating or maintaing Data Dictionary.
I know some tool like Erwin can do data modelling, but its so expensive and we can't afford. I also tried somethings like Toad, DB Visualizer, Datanamic Dezigns for Databases V5, KeepTool 8 Hora ER Diagrammer and its not as good as what we expected.
Any help/suggestion/ideas from you guys is highly appreciated.
FYI, we use Oracle 9i database.
