If you do know whether you can, how do you do this?

Yes you can. I think all you have to do is sign up for a basic personal account. If you want to have a verified account, then you need a bank account to route it to. I didn't use a credit card when I started mine at all.

I just recently had this problem too. When you start you cannot send money. After you link you credit card you can send 2000 dollars a month. With a bank account i think it is more like 10000 a month. Hope this helped!

I did so, and I love the results. It can be done. Now mind you, I set up my Pay Pal in 07. So I am kind of grandfathered in. But the new rules very well could be that you need to come at them with a credit or debit card. They are demanded for just about everything else?

No credit card is required to open a Paypal account but like the person before me stated you need a bank account attached to be verified. Credit cards are generally used as a backup funding option on most peoples Paypal accounts.
