have you ever Failed to achieve?

Have you ever after spending whole day on one single important thing failed to achieve it. Yes, i have. Just yesterday i was out of town spent whole day and money over their to get single piece of document from a government office. But after spending whole day their and spending alot of money on traveling, what i found is that the officer didn't turned on today. As it is a non salaried post so until in the evening at the time of closure of office nobody knows whether he was going to come or not. It was very frustrating. Has this happened to you as well...?
