Computer problems. someone help

I got a used Dell Inspiron laptop computer for christmas and I'm having issues with it. First off, there are lights right below my screen on the lower right side. 3 of the 4 lights are constantly flashing orange. They continue flashing even when I turn the computer off. Also, I charge it all night and it goes dead within an hour of using it. The computer also runs very very slowly. what should I do?
