Should there be a cricket again in pakistan?

I was shocked when i heard the news that Sri-Lankan team who was in Pakistan was attacked by some unknown terrorist. It again shook the world, how they are ruled by the terrorist. According to me the ICC should banned the cricket tour to Pakistan, until they resolved the problem. What is your views in such situation?
