Mother of Manitoba, Canada beheading Victim Pushes for Change

On August 2, 2008, 22 year old Tim McLean, a summer carnival worker at Vancouver, BC's Pacific National Exhibition was travelling on a Greyhound bus to Manitoba, Canada to visit with his family. He was homesick, but he planned to move to Vancouver, BC to continue working at the PNE. Tim was sleeping peacefully on the bus, listening to music on his headphones as the Greyhound bus moved across the prairies. Minutes later, horrified passengers heard Tim "scream bloody murder" as he was repeatedly stabbed and eventually decapitated. Vince Li attacked McLean for no apparent reason and ignored other horrified passengers as he repeatedly stabbed McLean. When the bus pulled over at Portage La Prarie Manitoba, Li was engrossed in stabbing and mutilating McLean's body. Passengers fled the bus and stood outside. Li tried numerous times to leave the bus but he was locked inside and he returned to McLean's body where he methodically carved it up further. Eventually he escaped out of a window and was taken into custody by police. Police said McLean's body parts were found throughout the bus in plastic bags, although part of his heart and both eyes were never found and were presumed eaten by Li. The victim's ear, nose and tongue were found in Li's pocket. McLean's mother, Carol DeDelly has said she wants the law changed so that anyone found not criminally responsible for a crime still serves time behind bars. "Not criminally responsible" is a defence used by an accused where, if successful, they are declared insane and generally only serve about 3 years in a mental institution. Also, NCR means "no criminal record". My heart goes out to this family and I cannot believe the sheer brutality of this crime. What lengths would you go to in order to have a law changed if something like this happened to one of your loved ones? Do you believe Canada is too "slack" in meting out justice to its criminals? I, for one, see this as a perfect reason to reinstate the death penalty.

If three years is all you can usually hold the criminally insane in a mental institution then your laws definitely need to change. You should be able to hold them for life if they are a danger to others as this man clearly is.
But I don't think the insane belong in jail. I'm not saying that he can ever be successfully treated and rehabilitated, just that holding the mentally ill in jail creates it's own problems, for them, for other prisoners, for the staff. It's better that they're locked away in a mental hospital with people trained to deal with them.

After this happened I'm sure a law will change. It shows that there are people that crazy right here at home. It has to change.
