How to help dogs in Puerto Rico??

I would like to know how can the problem of street dogs be neutralized in my island. Thousands of sick dogs wonder the streets making it a dangerous environment for pedestrians and even for the dogs that might be hit by a car. The dog pounds over here are not concentrated in adoption but in killing as many dogs as they can because the dont have enough resources.
