Are these flashing ads dangerous?

On the tv, in the movie theatre, even in dance halls we are always warned about flashing lights, if they are to appear. And with good reason - these flashes can set off an epileptic fit, which could be dangerous. Lots of people suffer from epilepsy - many of them don't even realise they've got it until they suffer their first attack. It's right we are given these warnings, and that pulses of light like these are banned from e.g. advertising hoardings.
So why, then, are these fast flashing images allowed here on the internet, springing up willy-nilly in a big bright banner every time I log in to MyLot? There's no warning, and no way to block them (they seem impervious to my pop-up blocker)I'm sure the pulse rate must be fast enough to trigger epilepsy - it gives me a headache that's for sure. Besides which, nobody ever responds to these ads. They're a scam - and if you try to get rid of them you open a link on a new window!
MyLot has the power to ban individual posts and posters - so why not these annoying and potentially dangerous spam ads? It worries me, and I can't believe the medics haven't picked up on this before.
