well as i recall puerto rico is offically a us territory and since i know that they are used in our political elections and that anyway born there are consider to be us citizens and it is referred to as the commonwealth of puerto rico if you look at all of that it would seem that it is consider to be just like one of the us states since it has all the same rights as we get here in the us i have shipped to puerto rico in the past and i know that the shipping cost is the same as it is in the usa so i have a little more knowledge then most about it

Puerto Rico is a commonwealth of the United States and as such has become controlled by the U.S since 1898. THe citizens of Puerto Rico however, do not participate in voting for the president of the U.S.
