Scam or Winner

Okay so I am receiving a blinking message telling me "Congratulations you are the 999,999th visitor: Congratulations you won. Is this a safe link or a scam and why is it here. Of course it is peaking my curiosity so I am hoping someone can shed some light on its origin since it does not go away.

Thats a scam. Most likely theyll make you sign up for other stuff, and youll never get what they say u have one the offers just keep going on and on

Totally scams , I ignore them completely . Why am I always the winner , they just want your information .

Still now I find this message blinking "Congratulations you are the 999,999th visitor". This means they are using the same message for long.
