I think it depends if the person is suppose to be doing something else and is chatting instead or if nothing has been accomplished the whole day because of chatting. Its more on the discipline of the person chatting, if she is already done with her tasks for the day and chooses to chat as a mode of relaxation for her then I guess its ok. Though I personally would not choose chatting as a past time hehehe
