What universities in USA are welcome to international students?

Almost all the universities in the US are open to international students.Its just that you should be qualified to get admissions in them.Have you taken your GRE and TOEFL exams.Once you have taken these exams you can apply to almost all the universities there in US.

I understand what you said, I mean what universities have higher percentage of international students as M.S than others

let me add a few words here. i'm from China too. i think it is unimportant to find out the percentage of Chinese students in each US university and you may hard to find these statistics. The key problem is your TOFEL score and whether you are qualified to get the VISA. good luck.

Take the exams that are required and also request information from the schools you are looking at going to. And, if possiable, email the admisions offices and talke to the reps.
