It is a long controversy of nature vs nurture. Some may say that it is the genetics which decides how much intelligent a child will be and some are declaring on the contrary. However, the psychologists and specially modern psychologists believe that the role of nature and nurture are there in deciding the IQ level of a new born. However, there are some notable exceptions.

Children arent born with a blank slate, but they are not born intelligent. They learn the assentials during there early infant years by watching and listening and later on by acting and conversation.. Maybe there like a lightbright. They arrive with a light shinning bright, you just have to add some color to it.

Maybe a bit of both but most likely intelligence develops rather than just being born with it. Depends on your parents at first but also community, circumstances and many other details most would think of as unlikely or insegnificant even in some cases religion, age or gender.
