startruntype regedit
goto, HKEY_LOCAL_MACHINE/SOFTWARE/Microsoft/Windows/CurrentVersion/explorer/Desktop/NameSpace...
delete {645FF040-5081-101B-9F08-00AA002F954E} key in namespace...recycle bin icon will be removed from desktop...
if u want it back then create {645FF040-5081-101B-9F08-00AA002F954E} key in namespace...[:D]

I would recommend most people do not edit their registry. They do not know how to do it and if they make an error they could freeze up their computer.
Most people do not want to get rid of their recycle bin. I am curious on why you think people would want to remove it.
