How to help a child who has high IQ and just the right EQ?

We have observed that my 3 year old niece is very intelligent in school and at home. She immediately learns the teacher would tell her compared to other kids her age. However we also observed that she always want to go first, she would be upset if she is the second in the line. She also gets bored easily. She has problem with obeying the teacher's instructions and even her mom. Her mom brought her to the doctor and she was diagnose to have an IQ of a 5 year old and an EQ of a 4 year old. When we learned about it, I wanted to help but I don't know how. Do you happen to know how to help a child like her?
