there are loads of programs ie joomla frontpage etc that you can create a web-site using also do a search for web site templates theres thousands of free ones that you can alter. Or some of the web hosting sites will have a site builder I personally use html and build sites from scratch but if you dont have the knowledge using these types of programmes will be more than enough
