of an internet offer that tells you that if you start with them you have a downline of almost 200 people already in place, and provided you pay $50, $100, you can start making money off of your team already in place.
Is it just me, or do I start thinking about the old saying that if it seems to be too good to be true it probably is?

I would ask, where does the money come from then? In order for you to be paid, the company must be making money. What goods or services are being produced by this team?
Simple economics.
If you aren't working for the money, you probably won't see any. Thus...I say SCAM.
