I am wondering how do the heads discipline their staff?

I am a Studett Assistant in one of the Universities here in Baguio City and while watching the staff that are having "chismis" (gossip) while at work and coming late questions come in my mind, what drules in disciplining does our superior implemented why these employees do not fear her? I don't know if I have the right to discuss it in the public through internet. If you were in my situation do you do what I have done? TO discuss it to other people througn the net?
