Traffic exchange sites?? what are these for??

Basically, i know what is a (Internet) traffic. It's how much people have visited your site right??. So I'm wondering, what do these traffic exchange sites do?? Can you cite somethings i can get if i join one?? I a post on a forum that says Traffic is money. Is this correct?? How??

In the traffic exchange sites, you need to surf the websites of others . In return, the site will redirect the other users to your own website or the sites you are referring. Here for surfing , some of the sites offer only traffic exchange and some sites will offer money as well as traffic exchange. But we are not sure, whether such site are redirecting the other users to our site or not, but we need to visit the others site. Also ,it is not sure , how much will be the effect as we are surfing without any interest and will be waiting for the timer to pass.
