How to cashout from InstantlyPTC?

I have $2.21 and requested for payment. When I try to, this is what I see: You just can cashout 1x (2x for premium users) your investment. I am a standard member. What does this mean? I thought it was supposed to be instant payment? I tried to request via AlertPay and InstantlyPTC responded with request rejected/denied. Okay. Someone enlighten me. I tried to search online and all I saw were things like, "the site is a potential scam." I want to leave but I can't cash-out.
