I need help about my monitor

I think you have to call a hardware technician who can repair monitor. Most probably your monitor display button has to get service. I don't know any software which will repair a mechanical fault or resize the screen as you are wishing. Sometimes the programmers prepare a software to run at their desired monitor size and when the program closed the size return at previous setting. Though it is not desirable. When I was trying to learn program I was a mind to resize the monitor pixels but my teachers forbid me to do so.
