water pump bolts

I have a 99 pont. bonneville. There is one water pump bolt that is behind a pulley (pwr. steer. i think) I cant get the pulley bolt broke free and even if i did, a pulley puller wouldn't fit between the inner fender well. (Sawzall??)....or pull the motor b/c of one damn bolt. Yeah right, not happenin' any tips anyone?? thanks
