You have to speak the words clearly and repeat them ninety-nine millions times a day. Contrary to what one other poster said, parrots do understand some things. If you hand them a bottle cap, and repeatedly say, "bottle cap," when handing it to them, eventually, they catch on, and their bird brains are thinking, "Oh look - a bottle cap. I want to play with that," and they will say, "BO-TTLE CAP," and handing them the bottle cap confirms the language. I have a parakeet that talks, and he understands "num-num," and "me sleepy." When he wants to try some of my food (the little beggar...lol) he says, "num-nummmm!" If it is something that is safe for him to have, I may give him some. When he is sleepy, he says, "me slee-ee-ee-ee-ee-eeppyyyyyy..." which is usually followed by a big yawn. lol He also says, "I love you," and then lightly bonks his beak on the end of my nose as a kiss.

I think you need to talk to the bird more frequently and always repeat the words you speak until he could imitate the words clearly and correctly. One more thing, other people also feed the parrots and myna spicy foods such as fresh Chile. This will help the bird to practice their whistling. When they learn to whistle, that was the time they start talking.

I think they are different from parrot to parrot. My husband owned a parrot too, it talks even you don't practice him much. Just like people, some don't like talk too much. I don't know, maybe you keep talking to it the same words so often, and he can talk back to you. But you need to pay patience to it, if it doesn't like to talk much. Good luck.
