how is it that four year college degree makes better technician

is it individual's experience or devotion that make him/her better technician or degree is enough to make them better educated technician with respect to other 3 year or 2 year degree course?

I don't think adding more years makes a technician better. It is experience that makes a technician better and giving them on the job training is better than keeping them in school longer. Cheers!!
