which university is the best university in the world?

i studied in De La Salle Univerity, and Technological University of the Philippines and comparing both Universities, i say that De La Salle University is far from best compared to the Technological University of the Philippines. mainly because De La Salle University is a private university while TUP is a government half-owned university. De La Salle University is for me not the best University in the Philippines (that is my opinion), eventhough i've studies there i say that there is another university that is for me the best and that is the University of the Philippines in Diliman, Quezon City. UP, had produce if i am quite right 7 or 8 Presidents of the Philippines, a bunch of Senators, Artists, Lawyers, Judge, Painters, Musicians, Composers etc. before i graduated from high school, if i can still remember,it was September 1999. together with my high school friends, we took the UPCAT or University of the Philippines College Admission Test (hope that i got it right haha ). after 6 long months of waiting, i received my test result via a telegram, unfortunately it says "Due to the overwhelming number of applicants, you're score fall short to the quota on your desired course". i guess i do failed the test, i got 2.61 there. i still want to study in UP, probably i'll take up my Masters Degree in that University.
