Calling the police to stop singing (noisy) neighbors at night. Fair or not?

Most of the time whenever a neighbor is having party and its nearest neighbor is being annoyed by it, they would call the police to tell those people to wind down.
Now the police will tell the partying neighbor about their neighbors wants.
After wards they wind down then that's it.
Most don't fight back anymore because that neighbor who's being annoyed has her rights.
But so do they right!?
Point is! They're both citizen of that same country (whatever that is). Why should the authorities only favor those who are being annoyed when it is also a nuisance when someone is not letting you do WHATEVER you want to do when you're entitled to have such right!?

And if you wanted to go steal the neighbors car, or spray paint bad words on their house? Do you have the right to do that, since it is "what you want to do"? You only have rights to the extent that they do not infringe on the rights of others. You have the right to play loud music, but only until a certain time of night, because others have the right to sleep peacefully.

i had once experience before few week ago , in the day they on the music super loud and i can't even hear my tv almost everyday.i try to go down stair and talk to him , he don't even bother to open the door. and i complained to the building in charge and yet they setter. now no more noise .
