Commuter Colleges

What do you guys think is the best way to reach out to students in commuter colleges/community colleges? Since students don't live on campus here, its very difficult to get students to be active in events and student life, in addition to getting valuable input on the colleges plans for the future. Any advice/input would be greatly appreciated.
