would you step up to help your community?

I just finished reading a news article about the flooding along the red river. It states that authorities are grateful for the 6,000 volunteers that have turned out to help in the cold weather, but it also states that they are in a community that has 92,000. So my question is, where are the other 86,000 residents of this city and why aren't they helping? I'm assuming that some are elderly, disabled or have small children to care for. Maybe their home isn't in an area where it will be affected, but wouldn't you think they would still want to help? So my question is..do you think(honestly) you would help your community in a time of need even if your home/family was not going to be affected by the disaster. why or why not?

I try to help out as many people as I can. I am not part of any group but I volunteer my time to help others. I believe that god wants us to help each other out.
