Police officer delays family members from saying their last goodbyes

A Dallas, Texas police officer pulled over NFL football player Ryan Moats while he was trying to get to the hospital where his mother-in-law was dying. When he stopped the SUV, his wife jumps out and the police office pulls his gun and points it at her as she is trying to explain that her mother is dying and they were called to get there immediately. Please watch these videos where the officer was insensitive and cause the womans father and Mr. Moats to not be able to say their goodbyes. He made them wait about 20 minutes eventhough the hospital security officers, a hospital head nurse and another police officer all confirmed what he was saying was true, but you be the judge. Did the officer act correctly in this matter? If you google Ryan Moats controversy, I am pretty sure you will find the story.
