Cheap but powerful computer?

I want to buy a cheap computer that will satisfy my computing needs. I mostly playing high graphic games and coding web pages. I have only a budget of 300$, Any suggestions are helpful.

The most important component for you is your graphics card.Your processor and RAM (no matter how high end) can never give u a good experience while playing games(Forget about even running today's games if u rely on integrated graphics).Even a cheap graphics card is far better than a high end Motherboard.
No need to buy LCD monitor(buy CRT),UPS,etc.You can even compromise on a bit of RAM (u can add more RAM later).Use that money to buy a cheap gfx card.Here are some decent budget cards Geforce 8600,Geforce 9500,Ati Radoen HD 4670 (80$).

Now after four years, the prices of computers are getting cheaper and cheaper and you can get a very good laptop or computer. I am also planning to get a new computer some day if something should happen to this old laptop of mine.

So, I think you can make a good PC in Rs 15,500(U.S.$300)...
