How old do you have to be?

Hi, I have a 15 year old cousin who wants to know what age is required to use PayPal? I looked at the conduct and could not fin anything. So I went to the sign up page and it said the highest year of age would be 1992 thus making it 16 for the age limit. I am wondering if this is true or if he will have to have permission with a parent/guardian for it?

I think you need to have a visa to register with paypal so it cannot be used by minors, I think that you have to have permission of a parent or guardin.
