It's free for the firs photo but then 2-5$ per submission after that.. www.competico.com I have to date won 100$ on 3 photos alone. If you don't win and your in the top 30 (which is a lot of the time) they give you 2$ as a prize. So you don't entirely loose out. It depends on how serious you are and if you truly think your photos good. If you are in some sort of confusion about ow your photos will be viewed by others I'd try an online photography community such as Deviant art, redbubble, etc. You can get feedback while doing it for free then once you gain confidence you can look to enter contests. In the end nothing's free as these sites need money to give it out.

There are a couple I have seen, but they are more attempts to get you to send them your photos and then they attempt to sell you things with your photos on them or to put you in a book or something and of coure they want you to buy that book. I don't know of any that are not trying to sell you something. You could join Gather.com though they have several member contests there for members weekly, you will win publicity which will hopefully help you earn more points and get you more money quickly, but that is the only legitmate contest I know.

ViewBug.com has free photo contests twice a month! It is free to join and enter! The winners usually win around $100-$300. Each contest has a theme and users are allowed to submit 1 photo. The contests that are currently going on are "Abstract" which ends April 15, "Sky" which ends April 30, "My Favorite Room" which ends May 15, and "Light At Night" which ends May 31. Besides the contests, you can also upload any other photos you want on the website! Every week the admins select a handful of photos they really like that have been submitted to the site and award them cash prizes ranging from $10-$40. Often local magazines have free photo contests also! So you should check out some of the magazines you subscribe to, or go to the grocery store and flip through some of the magazines on the rack and look for ones running photo contest!
