Active Referrals

How many active referrals do you have?
I have been on mylot for a while now. I have about 30 referrals I got a while ago. I only have 2 active ones, and they are not even that active.
I guess what I want to know is how do you a) get more referrals (I've already talked to friends/family b) get the referrals to be more active ?

Sadly, I only have one referral and he didn't even do anything! 
I haven't got a clue how to get more referrals. I guess the best way would be to go on site and talk about the site and include the link. Of course, you don't want to spam people.
To make them active, I don't know about that. I guess you could send them messages, but you don't want to annoy them and make them potentially quit the site or get a new account.
