elder one or the younger one

Hi freinds , i have two sons ,one of 11 yrs and second one is of 8 yrs ,they both love each others company ,but still sometimes they fight ,and i always scold the elder one ,as i think the younger one is too small to understand ,but afterwards i feel guilty ,tell me what to do in such a situation. please .
