God is always with us but we are not always with Him. You have to understand that to have what God can offer us we must live according to his rules and His plan for mankind. None of us is as close to God as we should be. When we pray for something the first thing we need to do is Ask God to show us what we can do to be worthy of receiving what ever it is we want from Him.
God works on a barter system. He will give to you only if you are willing to give Him something in return. Most usually our attention is what He is wanting from us. Also God most often gives to us by teaching us how to get what we want for ourselves. It's the old story of "If you give a man a fish you feed him one day but if you teach the man to fish he can feed himself for the rest of his life".
The whole purpose of the Anointing of the Holy Ghost is so God can personally teach us on a one on one basis to do for ourselves. God wants each of us to have all the wisdom and powers He gave Jesus. That's the goal we should be working for. If we ask God for something and don't receive it then it is our fault not His.
