Is nomincashout a fraud site?

I recently joined this site called nomincashout.They say that the first payout there is without any payout limit.So,I requested a payment,but I have not received it yet.So,is this another fraud one?If it is not,then how much time will it take to make the payment?

i am a member of this, i got paid once but after that site was off the net for some time and now they are back. i am not sure they will survive or not. my next payment will be when i will reach $3 and in a week or so i will reach my payout. lets see what happenes......
