Is the government really for everything that happens?

Most of the times we consider the government responsible for everything that happens to the country and its people. But we all know government is not responsible everytime. Still we make statements critisizing it. And suppose even if a mistake occur shouldn't we shut our mouth and contribute to mend the mistake? The person holding an office in the government is also a human and humans do commit mistakes. What are your views? Do you raise your finger for everything against the government?

I think we are just as much to blame for the governments shortcomings because we as a people don't speak up or fight to oppose their bad decisions.

When we know we are equally responsible for whatever is happening and we don't dare to speak up how we can say that the government is reponsible. Then, it is we who are responsible not the government. What do you say?
