Recycling Filter, is there a solution?

I went to the Department of Foreign Affairs in Manila last month. I had to commute through public transpos. On my way I have observed that there were pillars of bad men untouched by the illnesses brought to them by smoking. Well...that was not my main concern. What moved me was the guy on the next corner pulling and pushing the long thin and flat bar to dredge out the obstruction underneath the canal. The foul smell was awful. I saw what he was able to dredge out were the cigarette filters out of the canal. A cigarette filter is a little thing we call garbage. Cigarette filters are solid waste and toxic. Thousands of filters thrown anywhere may clog our canals during rainy days. I would say BAYANI FERNANDO is right. A piece of filter looks very small but let us consider the statistics of puffers in our community, in our country, especially Metro Manila. There are more than 85 million of us Filipinos in our democratic country, too much democracy less tolerance! There are less than 10% of our households segregates their domestic garbage. And there are millions of smoker in the country, only few knows how to throw their filters properly. There are tons of filters clogging our canals in the metro along with barbecue sticks, plastics etc. but SAD TO SAY only MMDA is tasked to cleanup. The point now is, can we not care even a little for our lungs, follow simple rules, throw your waste small or big in a trash can!?
