Hi there,
I think going to school at some point might help people reinforce their knowledge, but the earlier you start being involved with the language, the better it will stick to you.
I never attended any school in order to learn english, since being a kid I used to watch cartoons in english over and over and it just grew in me the capability of doing so.

it´s good attend language school because when u end they give you some paper that you went there...but when you are learning only from internet for example..you haven´t got paper about this that you really know it...you haven´t got certificate...and it´s better for learning i think so..but u can join both..it´s the best way i think

That might help as well for professional purposes, but in my case, or even generally speaking, living here in the border with the US, just proving the fact that I can have an above average conversation, I can read and translate english to spanish (my native language) and viceversa, it will automatically open lots of opportunities. For this case, it really doesn't matter your educational level, it is far better if you have any type of degree in your background, I agree, but even working as a bilingual waiter (nothing wrong with being one) will get you places.

Best way is include english as a compulsary language at school level and other institute should also run short term courses and self-learning couses for improvement of english.
