Endangering welfare of children...does this deserve serious punishment?

In a large supermarket with a large cafe with a sitting area for children...TV, play area; a parent leaves their 2 toddlers while shopping for 15 minutes. Should the police be contacted and enforce the law?
Is this mindless/careless neglect, not in touch w/reality about potential consequences, or a parent being too lax that the children will be OK and pre-occupied while watching cartoons?

With the way things are today no child should be left alone at any time. I have two toddlers and they never leave my husbands or my side while out anywhere. I wont even walk away from my cart to go grab something 4 feet in front of me. I take the cart with my children in it with me. It only takes a second for someone to grab your child and be gone. Its not worth the chance.

yeah when you have kids you are solely responsible for their safety leaving kids alone is a no no, even for 5 mins.
I am a single dad of 3 and have never left my kids alone for even 30 seconds unless there is a responsible adult there ie a family member.
They should be at your side perm if your shopping etc etc not left where anyone can pick them up, or they can wander off, especially in this day and age kids should not be left alone.
So yeah the police should be involved as it is child neglect.
