How to make a budget list?

i wanted to make a serious budget list so i can avoid too much spending mostly this days that i suffering on money shortage but i dont know where to start. before i tried to have one but it turns useless coz its hard for me follow it.
What are the things that need to consider in making a list? and what will i do to strictly follow the list.

I use Excel to run a personal cashflow budget. Using the database in this way makes it easy to add income and expenses and to see exactly what my finances are like several months in advance. You can do this even if you do not have the Microsoft product as you can use the Open Office version which is a free download from http://www.openoffice.com

We have to adhere to a strict budget in our household. I made a list of all my expenses and calculated how much they added up each fortnight by adding up a year's worth and dividing it by 26 because our pay cycle is fortnightly. The important thing to remember is to include everything you spend each pay period including personal spending.
We put money aside each pay for clothes, medication, pets and entertainment (which is not usually much)
I took out all my bills receipts and added up a years worth and again divided by 26.
If you account for absolutely everything it is harder to overspend, don't forget to put a little aside for emergencies (car breakdowns etc...)

First you have to decide what are the basic things we need in our day today life and give it top priority in our budget.Also,a clear idea of extravagant things we use in life,will help us avoid it completely in the budget.Always spare some money for emergencies in the budget.That is a must.Cheers!
