As for the rich man, being too used to spending, $1000 is not a lot. It can be spent away within minutes in a shopping trip, may be for just one item can easily cost to this amount. $1000 is just a small percentage of what he used to have.
And for the poor man, he has lower spending habit, so to him, $1000 is a lot. He can buy a lot of things with it.

It depends on where I stay.
Living standard in Singapore is very high, even a small apartment with just one small bedroom cost more than S$150,000 (US$100,000). On top of that, there are a lot of monthly bills to pay. Most unskilled laborers are earning more than US$1,000 a month with overtime payment.
If I stay in those countries with lower standard of living, then US$1,000 is a lot of money.
The value of money obviously depends on the number of items we can buy. Not just based on our feelings of the sum.

your short comparison is quite true, it depends on the one holding the $1000. The $1000 is not enough to support the lifestyle of the rich man but it was a lot for the poor man who was used to having so much less. Applied to real life, to me, the $1000 is a lot once converted to our currency. It is not easy to earn $1000 here in our country. That is equivalent to around 5-6 months wages for an average worker.

It depends what do I have to spend the money on? If it's bills then no $1000 isn't alot. However, if you are broke then yes it's alot and a substantial boost. And it would be alot if it was just for me to spend on myself on something frivilous. But these days every penny counts and if you do it wisely that $1000 can get you fairly far.
