Would you report it?

I am a huge animal lover. If I could pick up every stray that I see my house would be full. I drive by houses sometimes and see animals that are sorely neglected. There is a house down the street from me who has a horse and he is very skinny. You can actually see his ribs. I did call and report him to the Sherrif's office. I am not sure if they did anything but I do know that I haven't seen the horse anymore.
I went to the pound today and saw all of the animals that don't have a home and wanted to take them all. LOL
If you saw an animal being abused, a dog on a chain with not much room, no water, no food, if you could see their bones, would you call someone?
If you wouldn't then tell me why you wouldn't.

Well in my place there is not such thing as animal welfare. if you would report that to the police they would just ignore you and do nothing about it. Our place is not that much concern to animal rights and everything. Although there is an organization that exist in our place but that is mainly concerned to dogs and some other animals. We have a government agency that also monitors wildlife but they themselves could not control animal treatment like you're country does.

That is horrible. Where are you from? I just can't imagine just ignoring an animal that is in distress.

I'm fortunate that where I live the people who have pets dearly love them and take good care of them. Many in the neighborhood are also good to the strays that come through. I'd like to think I'd report an abuser, but so far I've not been put into the position to have to do so.

That's awesome that the people around you take care of their animals. I wish this was true all over. I think of pets and a part of my family so for someone to treat an animal badly it's very disturbing.

See... I am back! LOL
There are a lot of compassionate people in my country take my grandma for instance... she has 6 cats and 4 dogs... these are just stray dogs and cats and she is taking care of them, truth is she can't barely take care of herself because of her old age and it doesn't matter if she doesn't eat as long as her pets are well-fed...
Problem in my country, animal concern is not a big of an issue. I could report yes but would they even bother listening?? When seeing stray dogs and malnourished cats/kittens are everywhere...Ok I am getting too emotional LOL

Aww that is great about your grandma. I bet they love her. You are right the animal problem is every where. Too many people don't take care of their pets.

I think it would depend on the circumstances. The example of a short leash, I wouldn’t report unless I’d seen said dog on the same short leash multiple times. You never know that leash could be a quick replacement until the owner can get a permanent leash later in the week/weekend. I would report an animal that looked emaciated but at the same time you have to remember some health conditions or diseases may cause an animal to appear neglected when they are not.

Good response and I agree it would depend on the circumstances. I just know that I am quick to judge, if someone has an animal that is so sick that it is losing weight then it either needs a vet or they need to take it to someone who can care for it. I had a cat a few years ago that got sick, we didn't know what was wrong with him and we ended up taking him to the pound to have someone check him out. Come to find out he had kitty HIV and they ended up putting him to sleep. If an animal gets so sick that you can't take care of it it's better to report it or give it to someone who can afford to take care of it. There is absolutely no excuse for treating animals badly.
